Steel and Aluminum Tariffs Don't Bother China

China's aluminum production was year-over-year 12% higher last monthSteel is up too, in spite of anti-smog regulations that seem to only be important when there is less money to be made in production.  That is why we still an see smog so thick it is damaging to the health of millions of people.  Tariffs don't seem to stop the production of these staples of manufacturing.
